Best WhatsApp chatbots for online stores: 10 tools compared (2026)

The best WhatsApp chatbots for online stores in 2026: 10 tools grouped and scored, Meta's AI and template rules, and the reply fee since 1 October.

The best WhatsApp chatbots for an online store in 2026 fall into four groups: AI agents that work inside your help desk (Engaige), help desks with AI added to the inbox (Gorgias, Zendesk, Intercom Fin, Freshdesk, Trengo), WhatsApp-first platforms (Chatarmin, Wati, respond.io) and Meta’s own Business Agent. Choose by whether it resolves orders, not just answers.

On WhatsApp the chat is the easy part. The hard part is a bot that reads the order, acts on it within Meta’s rules, and that you control per step. That is the lens for this guide, which sits under our live chat guide.

Engaige is the AI support agent; Engaige AI configures and improves it from your conversations. Otrium resolves 60% of 120,000 annual tickets end to end with Engaige, and MR MARVIS handles over 120,000 questions a year, resolving over 60% of the conversations it’s involved in.

What is a WhatsApp chatbot?

A WhatsApp chatbot is software that answers customers on WhatsApp automatically, through the WhatsApp Business Platform. It ranges from scripted menus to AI agents that read the order and act on it. The difference between a bot and an agent has its own home in our chatbot comparison.

The same idea on your own site is covered in our guide to a website chatbot. On WhatsApp, the first thing to know is which of Meta’s two products you are on.

Why do WhatsApp chatbots change in 2026?

Because Meta became a chatbot vendor and started charging for replies. Six dated changes between July 2025 and October 2026 reshape what a store bot costs and which bots are allowed. The choice is now about resolution per message, not reply volume.

How does a WhatsApp chatbot work for an online store?

The bot runs on a number registered to the WhatsApp Business Platform, through a provider (a help desk or a WhatsApp platform) or a direct integration. A customer’s message opens a 24-hour service window in which the bot may reply freely. Outside it, only Meta-approved templates can be sent.

Access. A partner’s embedded signup needs little or no code; a direct integration needs developers. A number can belong to only one WhatsApp account at a time, so a number used in the WhatsApp Business app has to be freed or migrated first, as Gorgias documents.

Templates. Per Meta, templates are the only message type allowed outside the window. Each must be approved and is categorised as marketing, utility or authentication.

The window. It opens and resets with each customer message. Per Meta’s Business Messaging Policy (updated 23 September 2026), you need opt-in before business-initiated messages, and automation is allowed in the window if you also have “prompt, clear, and direct escalation paths”, such as an in-chat transfer to a person. Meta’s pricing documentation adds that a free entry point window, from ads that click to WhatsApp, stays open 72 hours.

For a store, the practical point is timing. A bot that hands off late leaves your team inside a closing window, so plan the hand-off so a person can still reply freely.

How do you evaluate a WhatsApp chatbot?

Score a WhatsApp chatbot on six criteria, weighted by what a store feels: whether it resolves orders, whether it keeps improving, whether you control it, whether it fits your help desk, which text channels it covers, and how predictable the cost is once Meta’s fees are included. The weights are our default; reweight them.

CriterionWhat we askWeight
Resolves orders on WhatsAppDoes it act in your store and help desk, or only answer?25%
Self-improvementDoes it keep getting better after go-live, from your own tickets?20%
Control and transparent reasoningCan you set per step what it may do alone, and see why it answered, with the source?20%
Fits the help desk you runDoes it work in your inbox, or is it another inbox?15%
Text channel coverageWhich text channels does it cover, and does it document voice, voice notes, media or templates on top?10%
Cost you can forecastIs the total predictable as volume grows, with Meta’s per-message fees included?10%

Resolution weighs most because a reply that does not fix the order creates the next message, and each message now has a price. Control and self-improvement come next because a WhatsApp conversation is one thread: a wrong refund is visible to the customer immediately.

What are the best WhatsApp chatbots for e-commerce support?

The best WhatsApp chatbots for e-commerce support sit in four groups: AI agents inside your help desk, help desks with AI added to the inbox, WhatsApp-first platforms that also do marketing, and Meta’s own Business Agent. Facts below come from each vendor’s own pages, fetched on 15 October 2026. Vendor figures are marked as vendor-stated.

Group 1: AI agents that work inside your help desk

Engaige (that’s us)

Engaige is the AI support agent for e-commerce that answers WhatsApp among its text channels inside the help desk you already run. Engaige resolves tickets inside your help desk, Engaige AI configures it and shows which policies it used, and a self-improvement loop keeps raising resolution: Engaige AI compares what your team said with what the agent suggested, learns from the difference and improves itself under your supervision, and you approve the changes.

You go live in Agent Assist in hours. The full story is in the Engaige section below.

Group 2: help desks with AI added to the inbox

Gorgias AI Agent

Gorgias is a strong e-commerce help desk, and its AI Agent on WhatsApp works for Shopify stores connected to it. Connecting Shopify adds actions such as cancel order and edit shipping address, and customer confirmation is turned on automatically for irreversible actions such as cancelling an order.

Its Gaia assistant reads the relevant data, drafts changes and waits for your approval before updating anything, unless you turn on Auto-run, per the Gaia documentation. Engaige works on top of the help desk you keep, Gorgias included, and learns from your team’s replies from day one.

Gorgias's help article 'Enable AI Agent on WhatsApp', whose 'Who can use this feature?' box lists all plans with AI Agent and Shopify stores connected to Gorgias, captured 15 October 2026 from docs.gorgias.com.

Zendesk AI agents

Zendesk is a proven ticketing foundation, and its WhatsApp channel is free to add to the Agent Workspace. Its AI agents “learn from every outcome”, per Zendesk (vendor-stated). It is AI added to a generic, horizontal platform; Engaige is built for e-commerce. For the chatbot side in detail, see our guide to the Zendesk chatbot.

Zendesk's WhatsApp page, headed 'Reach more customers with easy WhatsApp integration', with a WhatsApp conversation open in the Zendesk agent workspace, captured 15 October 2026 from zendesk.co.uk.

Intercom Fin

Fin is an AI agent from Intercom that also works with other help desks, and it is a credible option for knowledge-based deflection. It connects to a WhatsApp Business number in Intercom, transcribes voice notes, sends rich media, templates and quick replies, hands off to a person with full context, and uses the same knowledge, workflows and actions as on other channels.

Its content recommendations compare failed Fin answers with successful human replies, and nothing goes live without your explicit approval, per Intercom’s help article. Engaige is built for e-commerce: live order, catalogue and policy data.

Fin's WhatsApp connector page, headed 'Deploy Fin in WhatsApp', describing voice-note transcription, rich media and hand-off to a human agent, captured 15 October 2026 from fin.ai.

Freshdesk Freddy AI Agent

Per Freshdesk’s setup guide, the Freddy AI Agent is available on Freshdesk Omni plans (Growth, Pro, Enterprise) and deploys on web chat, WhatsApp, Facebook and Instagram, with workflows and pre-built API actions that need no code.

Freshdesk's help article 'Create and manage AI agents' in AI Agent Studio, marked for Freshdesk Omni Growth, Pro and Enterprise plans, captured 15 October 2026 from support.freshdesk.com.

Trengo AI Agent

Trengo deploys its AI Agent across WhatsApp, email, chat, social and voice, connects Shopify and WooCommerce, performs “basic actions like tracking orders” and routes to a person with full context. It cites handling 80% of conversations automatically (vendor-stated).

Trengo's AI Agent page, headed 'Your AI Agent for Support and Sales', describing an agent that acts on live data across WhatsApp, email, chat, social and voice, captured 15 October 2026 from trengo.com.

Group 3: WhatsApp-first platforms

Chatarmin

Chatarmin calls itself an omnichannel WhatsApp marketing and customer support suite for e-commerce, with a one-click Shopify connection and a claim of automating up to 70% of customer service (vendor-stated). WhatsApp marketing is its origin and it does support too.

Chatarmin's homepage, headed 'Customer Experience Software for E-Commerce', with side-by-side WhatsApp Marketing and AI Customer Service cards, captured 15 October 2026 from chatarmin.com.

Wati

Wati sells Astra AI agents that “run conversations end-to-end”, and keeps separate Wati for Marketing and Wati for Support products. Its pricing page lists Astra as a Pro add-on. Its homepage also presents WhatsApp calling and voice notes. Wati cites 16,000+ businesses (vendor-stated).

Wati's homepage, headed 'Automate your DMs. Answer every story mention.', with an Astra AI chat example, captured 15 October 2026 from wati.io.

respond.io

respond.io offers AI agents that recommend products, manage bookings and share payment details, and route serious buyers to your team. Its focus is lead and sales conversations, and it cites 10,000+ B2C businesses (vendor-stated).

respond.io's homepage, headed 'Customers ask on chat. Call for details. Confirm by email. Can you keep up?', above a preview of its team inbox, captured 15 October 2026 from respond.io.

Group 4: Meta’s own

Meta Business Agent

Meta launched Business Agent globally on 3 June 2026. It answers business questions, recommends products from a catalogue and lets you decide when a team member steps in. Meta says more than one million businesses already use it; getting started is free, with paid subscriptions to follow. A Business Agent Platform connects larger businesses to systems such as Shopify and Zendesk.

Meta's newsroom post 'Be There for Every Customer With Meta Business Agent', dated 3 June 2026, captured 15 October 2026 from about.fb.com.

How do the best WhatsApp chatbots score side by side?

Scores run from 1 to 5 per criterion, weighted as in the table above. This is our view; reweight it for your store. We scored only from vendor documentation we read, on this page or in our competitor research. Where a vendor’s pages do not document a criterion, the score is a middle 3 and means “not documented in the pages we read”, not a low mark.

Meta Business Agent3333333.00

We score Engaige ourselves; the basis is the Engaige section below and the Otrium and MR MARVIS figures. Gorgias, Intercom and Zendesk score 4 on self-improvement and control because they describe AI that improves with human oversight and approval steps before an action.

Fin scores 5 on channel depth because its pages document voice notes, rich media, templates and quick replies on WhatsApp; Trengo and Wati score 4 because they add voice. Engaige scores 3: it covers email, chat, WhatsApp, SMS and social DMs, built for support resolution rather than broadcasts or campaigns.

Engaige is text-first by design: email, chat, WhatsApp, SMS and social DMs, no voice AI. A live call gives an AI seconds to reason; text gives it time to read the order, check your policy and act, so resolution quality is higher.

Verdict per criterion

On our scores Engaige leads overall, on resolving orders and help desk fit and on how it improves, while Fin leads on channel coverage. Gorgias, Intercom and Zendesk come close on self-improvement and control. For most stores the deciding question is whether you want to keep your help desk and replace only the AI, or change help desk as well. The bullets give the winner per criterion.

  • Resolves orders: Engaige and Gorgias document store actions such as cancel order and edit address; Trengo documents order tracking and Freshdesk pre-built API actions; Fin documents actions on WhatsApp generally.
  • Self-improvement: Engaige, on the mechanism. In Agent Assist, every reply your team sends is compared with what the agent suggested, one of its training signals, and Engaige AI proposes changes with its reasoning for you to approve. We found no other tool in this list that publicly describes learning from team replies this way.
  • Control: Engaige, with Gorgias, Intercom and Zendesk close. Gorgias documents customer confirmation for irreversible actions; Engaige policies set per step what the agent does alone, with thresholds such as a refund amount above which a person checks first.
  • Help desk fit: each help desk for its own inbox, and Engaige for the help desk you keep.
  • Text channel coverage: Fin, which documents voice notes, rich media and templates on WhatsApp, then Trengo and Wati, which add voice. Engaige covers email, chat, WhatsApp, SMS and social DMs.
  • Forecastable cost: Engaige is a flat monthly fee tied to your ticket volume, predictable as you scale. Ask each vendor for its total cost with Meta’s per-message fees included.

Which WhatsApp chat bot fits your store?

The right WhatsApp chat bot depends on the help desk you run and whether you also want campaigns. A small store on the WhatsApp Business app should start with Meta; a store with a help desk usually gets more from an agent inside it. For a ranking across every channel, see our chatbot ranking.

Do you need a WhatsApp marketing tool or a support agent?

They do different jobs. Marketing tools send campaigns, newsletters and cart reminders, using templates, to contacts who opted in. Support agents answer what customers send and resolve it. Many brands run both, so the question is which job you are buying for first.

Chatarmin has strong WhatsApp marketing, and it does support too; what Engaige adds is a purpose-built support agent that resolves rather than replies, inside the help desk you keep instead of another inbox. Wati splits its offer into Wati for Marketing and Wati for Support; respond.io focuses on lead and sales conversations.

What does a WhatsApp chatbot cost?

A WhatsApp chatbot has two cost layers: the tool, set by each vendor, and Meta’s message fees. All figures below are as fetched on 15 October 2026 and will change.

LayerWhat the sources saySource
Meta, templatesCharged per message when a template is delivered, since 1 July 2025Meta
Meta, service repliesFrom 1 October 2026 non-template messages are charged at the same per-market rate as utility and authentication templates; one charge per messageMeta
Meta Business Agent$2.00 per 1M tokens since 1 August 2026, about 4 to 5 US cents per message by Meta’s estimateMeta
Third-party AIUsually billed by the AI provider; Meta bills deliveryMeta

Since 1 October, every extra back-and-forth costs money, so a bot that resolves in fewer messages is cheaper on WhatsApp. A bot that asks three clarifying questions pays for each one.

Ask each vendor for its total cost with Meta’s per-message fees included. Engaige is a flat monthly fee tied to your ticket volume, predictable as you scale.

One inconsistency to know about: Meta’s general pricing page still says non-template messages are free, while its newer non-template-messages page and Zendesk’s notice say they are charged from 1 October 2026. We follow the newer page.

What are Meta’s rules for AI chatbots on WhatsApp?

Customer-service bots are allowed. General-purpose AI assistants have been barred from the WhatsApp Business Platform since 15 January 2026, except where Meta is legally required to permit them. Meta told TechCrunch the change doesn’t affect businesses that are using AI to serve customers on WhatsApp.

The AI Providers clause, as TechCrunch quoted it, says providers of large language models, generative AI platforms and general-purpose AI assistants are “strictly prohibited” from using the Business Solution when that technology is the primary functionality.

Where general-purpose assistants are still permitted, Meta charges providers for each non-template message, which does not change what other businesses pay. The visible effect: ChatGPT stopped working on 15 January 2026.

Four policy rules bind any store bot. Per Meta’s Business Messaging Policy, get opt-in before business-initiated messages and keep “prompt, clear, and direct escalation paths” when you automate. Per Meta’s template documentation, respect the 24-hour window and use approved templates outside it.

Meta decides what counts as primary functionality, and you still have to follow all four rules. Check with your provider or counsel.

Where does Engaige fit?

Engaige is the AI support agent for e-commerce that answers WhatsApp among its text channels inside the help desk you already run. Keep your helpdesk. Replace the AI. Engaige AI learns from your conversations and inputs, configures your support agent and shows which policies it used.

Engaige's value proposition, 'Resolve up to 90% of your support tickets automatically', above the product's policy editor: asked in plain language to create a policy for damaged items, Engaige AI adds 'Damaged item, replacement in stock', which checks stock, creates a free reshipment and leaves a note for the warehouse, captured 12 October 2026 in the Engaige demo organisation.

Engaige resolves rather than suggests: it reads the live order, takes the action (refund, address change, replacement), replies to the customer on WhatsApp and closes the ticket. On WhatsApp that means reading the order before the reply, inside the window.

The angle on WhatsApp is control per step. Policy-governed control decides what the agent may do alone, for example a refund or an address change, and where a person checks first. You set it per step and per ticket type, with thresholds such as a refund amount above which a person decides. Engaige AI lets you test every policy before launch.

Control also covers the hand-off. Every answer and action shows why, with the source, and the full reasoning sits in the Engaige dashboard. When your policy sends a WhatsApp conversation to a person, the agent leaves a reasoning summary as an internal note in the help desk ticket, so your team can reply while the 24-hour window is still open.

Engaige offered control, flexibility, and the ability to really incorporate AI in a more human way.

You go live in Agent Assist in hours, where Engaige drafts replies for your team; in autonomous mode it resolves end to end. Engaige AI compares what your team said with what the agent suggested, learns from the difference, and improves itself, under your supervision: you approve the changes. Ticket types switch to autonomous one at a time, and you are autonomous in about a week. Engaige automates up to 90% of supported tickets.

Engaige is built for e-commerce support resolution: it resolves what customers send on WhatsApp inside the help desk you keep. Campaigns and broadcasts are a separate job, run in a WhatsApp marketing tool. See Otrium for a store at scale, order status questions for the most common WhatsApp request, and a demo to see it on your own tickets. To measure the result, use our chat metrics, and for the channel itself see website chat.

Frequently asked questions

What is the best WhatsApp chatbot for an online store?

It depends on the help desk you run and whether you also need marketing. For support resolution inside your existing help desk with per-step control, Engaige fits; see a demo. One-vendor options are each help desk’s own AI agent.

Is a WhatsApp chatbot free?

The WhatsApp Business app and Meta Business Agent are free to start, with paid subscriptions announced. On the Business Platform you pay the tool plus Meta’s per-message fees; see the cost table above.

Are AI chatbots allowed on WhatsApp?

Yes, for customer service. Since 15 January 2026 Meta’s terms bar general-purpose AI assistants from the Business Platform, except where Meta is legally required to permit them.

What are WhatsApp bot numbers?

People searching for this usually want phone numbers of public AI bots to chat with on WhatsApp. Since 15 January 2026 Meta’s terms bar general-purpose AI assistants from the Business Platform, and ChatGPT on WhatsApp, the 1-800-ChatGPT contact, stopped working that day. A store’s bot uses the store’s own business number, which can belong to only one WhatsApp account at a time.

Can a WhatsApp chatbot reply after 24 hours?

Not freely. Outside the 24-hour customer service window only approved template messages can be sent. The window reopens when the customer writes again.

Can I use my existing WhatsApp number for a chatbot?

Yes, but a number can belong to only one WhatsApp account at a time, so it must be freed or migrated from the WhatsApp Business app first, as Gorgias documents.

Does Engaige send WhatsApp marketing campaigns?

No. Engaige is built for support resolution: it resolves what customers send on WhatsApp inside your help desk. Campaigns are a different job, which brands run in a marketing tool such as Chatarmin or Wati.

Can a WhatsApp chatbot process refunds or change an address?

Some can. Gorgias AI Agent documents Shopify cancel-order and edit-address actions. Engaige acts in your store and help desk under policies that decide what it may do alone and where a person checks first.
